DHS Proposes Significant New Fees for OPT and STEM OPT Applications
On October 8, 2026, the Department of Homeland Security (DHS) published a proposed rule introducing substantial new fees for international students seeking Optional Practical Training (OPT) work authorization.
Under the proposal, F-1 students would be required to pay $70,000 for an initial OPT application and an additional $30,000 for subsequent requests, including STEM OPT extensions.
These unprecedented fees could effectively place OPT out of reach for many international students and have far-reaching consequences for U.S. employers, universities, and industries that depend on international talent.
The proposed rule is open for public comment for 30 days and has not yet taken effect. Significant opposition is anticipated, along with potential legal challenges should DHS proceed with the rule.
